NAME: RICHARD CLARK OBE TITLE: EXECUTIVE CHAIR

Richard became ConsultCIH’s Executive Chair in October 2008. Previously he was Chief Executive of Midland Heart Housing Association. He is a former Chair of the National Housing Federation and also worked for the Housing Corporation.

NAME: STEVE PARTRIDGE TITLE: DIRECTOR OF FINANCIAL POLICY AND DEVELOPMENT

Steve Partridge took up his post of Director of Financial Policy and Services with CIH Group on 1 August 2009. He is the former Executive Director of HQN and is a leading expert in housing finance and a regular speaker at national and regional conferences on housing finance issues. Steve started his career as a CIPFA trainee at Leicester City Council in 1987. He joined Birmingham City Council in 1990 reaching the post of Finance Manager with the full range of financial and accounting responsibility for revenue and capital budgets for the HRA. Later he joined KPMG as an Assistant Director in their advisory practice. This was followed by four successful years as a freelance consultant working through a range of consultancies including HQN, Butlers and KPMG. He joined HQN as a director in September 2004. At HQN he has supported over 50 local authorities and in recent years he has helped lead the development of modelling for the self financing project work with the six pilot authorities and ALMOs, a key driver in the triggering of the fundamental review of council housing finance.

NAME: JANET HALE (FCIH) TITLE: DIRECTOR

Janet was appointed Director of ConsultCIH Ltd on 1 January 2007 and leads ConsultCIH’s people consultancy services.  Previously, Janet worked for RDHS Ltd, joining them in 2001.  Her experience includes local government, housing association and higher education sectors.  Janet has been actively involved in the restructuring of services in a range of housing and educational organisations since the mid 1980s and has been involved in associated recruitment issues for the same period.  Her experience includes being a former Director of Policy and Quality for a UK-wide housing and care group; Head of Housing at the University of Salford.  Janet is a member of the Institute of Directors and an Affiliate Member of the Chartered Institute of Personnel & Development.  She is a Board Member for PATH National and has recently stood down as founding Chair of Knowsley Housing Trust Group.

Janet is a former President of the Chartered Institute of Housing (2006/07).

NAME: RICHARD MEDLEY TITLE: DIRECTOR

Richard was appointed Director of ConsultCIH Ltd on 1 January 2007 and heads ConsultCIH’s places consultancy service.  A former employee of RDHS Ltd since 1992, his responsibilities includes project leading their regeneration work.  Other work includes both urban and rural study areas, areas within the Housing Market Renewal Pathfinders and key strategic sites.

Trained as a general practice surveyor he has a thorough understanding and appreciation of many aspects of the property field.  His particular strengths have been developed in the areas of asset management and regeneration but he has a wide experience of housing management, maintenance and project management which he has developed over years of undertaking consultancy assignments for a range of clients.  Richard possesses a broad range of specialist NRA experience from house condition surveying, through resident consultation and engagements to economic and socio-environmental analysis techniques.
